Although I wasn’t living in Toronto at the time, Mayor Mel Lastman calling in the Canadian Forces to shovel snow is the stuff of legend.  Its legend has been told well beyond the GTA, in fact, if you’ve never made a joke about Toronto calling the army, you might not be Canadian.  That said, it’s kinda hard to tell that joke in the summertime…

I mean, what is Rob Ford supposed to call the army in to do, anyways?  Spray people down with fire hoses?  (That might not go down so well with some folks.)  Pile up sandbags outside his property to keep reporters at bay?  Pfft, don’t you know that The Mayor of This City has the police at his beck-and-call—lest they be hit with a verbal tirade—not the army?
